Library Circulation Policy

1.      Borrowing Privileges:

- All DOHMS staff actively employed or registered students are eligible to borrow library materials to a maximum limits shown below:

Staff                      Up to (3) items.

Teachers              Up to (10) items.

Students               Up to (2) items.

Head of Units      Up to (25) items. For a permanent loan only.

- External users evolved in the Health Sector can apply for the library membership to be eligible to borrow library materials to maximum limits of:

External users       Up to (2 ) items.

 

2.      Borrower’s Responsibility:

The borrower is personally responsible for library materials charged out to him. He will be held financially responsible for the library materials borrowed and the charge  incurred. If an item is overdue, damaged or lost, the borrower is liable for charges incurred to repair or replace the item.

3.      Library Cards:

A valid Library  Card is required to borrow library materials. Staff/Students can apply to have a library  card free of charge. External users can apply to have the library card for 300Dhs deposit (refundable) and 50Dhs processing fees. An application form should be filled and send to the Medical central Library. By presenting the Library Identification Card to the Circulation Desk at any of the DOHMS medical libraries users are eligible to borrow library materials up to the limit of borrowing privileges. External users can use the Medical Central Library Only. The Library Identification Card is not transferable.

5.      Fine Policies:

All library users who borrow library materials are responsible for knowing the library fine policies.

 Overdue: fines for overdue library materials are as follows:

Lost or damaged items: a library user who have lost or damage library materials will be charged for their replacement. A (50)Dhs processing charged in addition to the replacement price (Double) of the item and overdue fines if applicable. If the lost items are returned the replacement charges only will be refund.

6.      Renewals:

Renewals can be done only for books. A maximum of two consecutive renewals is allowed, unless someone else has placed a hold on them. Renewals can be done:

-         In person by presenting the book.

-         By mailing a memo or fax 04-3113112).

-         By phone.

-         Via the Web.

7.      Holds and Recalls:

All library materials on loan are eligible for hold and recall overnight loans. Once a recall has been placed, it will result a shortened loan period. A recall Notice will be mailed to the borrower with the information of the new date due. There is a fine of (4)Dhs per day for the late returns of recalled items. When the item that has been recalled has been returned, a notification will be sent to the user, and the item will be held for a week.  

8.      Notices:

Notices for overdue materials are sent as a reminder. The 1st reminder will be one week after the date due. The final reminder will be two weeks after the date of the first reminder. If the user didn’t receive the overdue notice, it is not the responsibility of the library.

Notices for fines, bills for lost or damaged materials, recalled items and availability of items would also be sent. Staff should update their addresses with the HR.

9.      Reserves:

Reserve library materials are held behind the circulation desk and are available for loan inside the library. Overnight circulation is available. The Reserve Request Form should be completed by Head of Units or Teachers in order to have library materials added to the reserve collection. Five working days will be required for processing reserve request forms.

10.  Returning Library Materials:

Date due slips are placed in all library materials borrowed. Book Drops are available at the circulation desks. Items borrowed from the Central Library or the Hospital Libraries may be returned to the Central Library or the Hospital Libraries for the borrower convenience. It is not incumbent to the library to provide a proof of return.

11.  Staff and Students who Leave DOHMS:

All staff and students must return all library materials before going on leave.

12.  Circulation Assistance for Users with Disabilities:

All library materials will be sent by the Circulation Staff for the users with disabilities within the DOHMS campus. Requests may be made by person, by mail, or by telephone.

13.  Photocopies Availability:

Photocopier machines using coins are available in all of the DOHMS medical libraries. All users can use to make photocopies of articles or chapters from books.

14.  Lost and Found:

Library users can check with the Circulation Desk for any personal items that may have been left in the library.

15.  Restrictions for Checking out Library Materials if:

- The borrower reached the maximum number of items allowed.

- The borrower reached the renewal limit for an item.

- The borrower has one or more overdue or recall item.

- The borrower ID card has expired.

- The borrowers owe money to any of the medical libraries.

- The borrower violates any of the conditions in the Library Circulation Policies
